Before searching for a fix, bear in mind that the Windows 10 Anniversary Update rolls out in waves, and it may not be available for all users at the same time. Any clues? I know the above error means Access Denied, but what can’t it access? Is there a log file that I can look at? Finally I resorted to the Media Creation Tool which also failed in the same way. I ran the Update Troubleshooter for 10, and got no issues.  I also tried using Task Manager to disable all Startup programs.  Not sure what to do about it.  Does this mean a clean installation is the only option?
