Windows 10 19H2 is just a minor update
The Windows 10 19H2 will be a service pack rather than a complete feature update. This is because the company will apparently pay more attention to performance and software improvements. Microsoft further states that the update will be delivered to the Windows Insiders as the usual cumulative updates.

Nevertheless, this update will be put to a series of tests (manual and automated) with the Windows insider before it’s publicly launched. The company aims to release the update as smoothly as possible. According to Microsoft, they would be delivering the feature update with servicing technology that will help users with a much faster update experience. This will be possible because the update will be available to install as a monthly update. Microsoft stated in its blog: Thus, the Windows 10 19H2 update will be a usual update for those already on Windows 10 May 2019 update. The 1903 version , released in May, can now be downloaded manually through Windows Update. It is also available as an automatic update. Those devices on versions prior to Windows 10 May 2019 Update will not receive the 19H2 update as a monthly cumulative update.
